Steps

  1. Activate a mana-producing permanent by tapping it, adding ({U} magic symbol)  .
  2. Activate Mind over Matter by discarding
    Shrieking Drake
    Shrieking Drake    , targeting the mana-producing permanent.
  3. Oskar, Rubbish Reclaimer
    Oskar     triggers, causing you to pay ({U} magic symbol)   to cast
    Shrieking Drake
    Shrieking Drake     from your graveyard.
  4. When
    Shrieking Drake
    Shrieking Drake     enters the battlefield, it triggers, returning itself from the battlefield to your hand.
  5. Resolve the Mind over Matter ability from step 2, untapping the mana-producing permanent.
  6. Repeat.
