Steps

- When Woodfall Primus dies, its persist ability triggers, returning it from your graveyard to the battlefield with a -1/-1 counter on it.
- When Woodfall Primus enters the battlefield, it and Surrak and Goreclaw triggers.
- Resolve the Surrak and Goreclaw trigger, putting a +1/+1 counter on Woodfall Primus and giving it haste until end of turn.
- Holding priority, repeat from step 1.
