Steps

- When Azorius Chancery enters the battlefield, it and Amulet of Vigor trigger.
- Resolve the Amulet of Vigor trigger, untapping Azorius Chancery.
- Activate Azorius Chancery by tapping it, adding ({W} magic symbol) ({U} magic symbol) .
- Resolve the Azorius Chancery trigger from step 2, returning it to your hand from the battlefield.
- Activate Pemmin's Aura's first ability by paying ({U} magic symbol) , untapping Budoka Gardener.
- Repeat.
