Initial Card State

  1.  All permanents on the battlefield (Puppeteer Clique without a -1/-1 counter on it ).

Steps

  1. Activate Woe Strider by sacrificing Puppeteer Clique.
  2. When Puppeteer Clique dies, its persist ability triggers, returning it from your graveyard to the battlefield with a -1/-1 counter on it.
  3. When Puppeteer Clique enters, it triggers, allowing you to put a creature card from an opponent's graveyard onto the battlefield under your control.
  4. Resolve the Woe Strider ability.
  5. Activate Woe Strider by sacrificing Puppeteer Clique.
  6. When Puppeteer Clique dies, its undying ability triggers, returning it from your graveyard to the battlefield with a +1/+1 counter on it.
  7. When Puppeteer Clique enters, it triggers, allowing you to put a creature card from an opponent's graveyard onto the battlefield under your control.
  8. Resolve the Woe Strider ability.
  9. Repeat.

Notes

  1. You may sacrifice the additional creatures that are returned by Puppeteer Clique, allowing you to infinitely recur them.

Results

  1. Put all creature cards from each opponent's graveyard onto the battlefield under your control.
  2. Infinite ETB.
  3. Infinite LTB.
