Steps

- Activate Altar of Dementia by sacrificing Dockside Extortionist.
- When Dockside Extortionist dies, Feldon triggers, untapping Feldon.
- Resolve the Altar of Dementia ability, causing target player to mill cards equal to Dockside Extortionist's power.
- Repeat.
