Initial Card State

  1.  All permanents on the battlefield (Eirdu as Isilu, Carrier of Twilight and Hulk without a -1/-1 counter on it).

Steps

  1. Activate Shilgengar by sacrificing Hulk.
  2. When Hulk dies, its persist ability triggers, returning it from your graveyard to the battlefield without a -1/-1 counter on it due to its replacement effect.
  3. Resolve the Shilgengar ability.
  4. Repeat.
