Steps

  1. Activate

  2. When

    Hogaak     dies,
    Phenomenon Investigators
    Phenomenon Investigators     triggers, creating a creature token.
  3. Resolve the
    Altar of Dementia
    Altar of Dementia     ability, causing you to mill eight cards.
  4. Cast
    Hogaak, Arisen Necropolis
    Hogaak     from your graveyard by exiling five cards from your graveyard and tapping two black and/or green creatures you control.
  5. Primeval Bounty
    Primeval Bounty     triggers, creating a 3/3 Beast creature token.
  6. Repeat.
