Steps

  1. Activate Sanctum Weaver by tapping it, adding at least one white manaone white mana.
  2. Activate Fatestitcher by tapping it, targeting Halo Fountain.
  3. Holding priority, activate Halo Fountain by paying one white manaone white mana, tapping it, and untapping Fatestitcher and Sanctum Weaver, causing you to draw a card.
  4. Resolve the Fatestitcher ability, untapping Halo Fountain.
  5. Repeat.

Notes

  1. Once you have drawn your library, you may instead forego activating Sanctum Weaver's ability to activate Halo Fountain's first ability to create near-infinite 1/1 Citizen creature tokens.
