Activate
Goblin Bombardment by sacrificing the Persist Creature.
When the Persist Creature dies, its persist ability and
Pitiless Plunderer trigger.
Resolve the Persist Creature trigger, returning it from your graveyard to the battlefield with a -1/-1 counter on it.
Resolve the
Pitiless Plunderer ability, creating a Treasure token.
When the Treasure token enters the battlefield,
Builder's Talent's second ability triggers, putting a +1/+1 counter on the Persist Creature.
Resolve the
Goblin Bombardment ability.
Repeat.
