Initial Card State

  1.  Sewer-veillance Cam in your graveyard.
  2.  All other permanents on the battlefield (Emry without summoning sickness).

Steps

  1. Activate Emry by tapping it, allowing you to cast Sewer-veillance Cam from your graveyard this turn.
  2. Cast Sewer-veillance Cam from your graveyard by paying ({U} magic symbol)  .
  3. When Sewer-veillance Cam enters, it triggers, untapping Emry.
  4. Activate Urza's first ability by tapping Sewer-veillance Cam, adding ({U} magic symbol)  .
  5. Activate Phantom Train by sacrificing Sewer-veillance Cam.
  6. Sewer-veillance Cam triggers, untapping a creature you control.
  7. Resolve the Phantom Train ability.
  8. Repeat.

Notes

  1. If you control an artifact creature, it can be untapped by the second Sewer-veillance Cam trigger, and then tapped via Urza to get infinite blue mana. Once you have infinite blue mana, you can either use it for Urza's second ability and/or to activate Sewer-veillance Cam's ability to draw cards.
