Steps

  1. Activate Urza by paying ({1} magic symbol)  ({U} magic symbol)  , blinking it.
  2. When Urza enters the battlefield, it and Deadeye Navigator's soulbond ability trigger.
  3. Resolve the Deadeye Navigator trigger, repairing it and Urza.
  4. Resolve the Urza trigger, creating three 0/0 Construct artifact creature tokens.
  5. Activate Urza's first ability twice by tapping two Constructs, adding ({U} magic symbol)  ({U} magic symbol)  .
  6. Repeat.

Notes
