Steps

- Activate Llanowar Scout by tapping it, putting Mystic Sanctuary from your hand onto the battlefield.
- When Mystic Sanctuary enters the battlefield, it and Aesi trigger.
- Resolve the Mystic Sanctuary trigger, putting Tidal Bore on top of your library from your graveyard.
- Resolve the Aesi trigger, causing you to draw Tidal Bore from the top of your library.
- Activate Mystic Sanctuary by tapping it, adding ({U} magic symbol) .
- Repeat.
