Initial Card State

  1.  All permanents on the battlefield (River Kelpie without a -1/-1 counter on it).

Steps

  1. Activate Blasting Station by tapping it and sacrificing River Kelpie.
  2. When River Kelpie dies, its persist ability triggers, returning it from your graveyard to the battlefield without a -1/-1 counter on it due to Vizier of Remedies.
  3. When River Kelpie enters, its first ability and Blasting Station trigger.
  4. Resolve the Blasting Station trigger, untapping it.
  5. Resolve the River Kelpie trigger, causing you to draw a card.
  6. Resolve the Blasting Station ability from step 1.
  7. Repeat.
