All permanents on the battlefield (Persist Creature without a -1/-1 counter on it).

Activate
Blasting Station by tapping it and sacrificing the Persist Creature.
When the Persist Creature dies, its persist ability and
Gorma trigger.
Resolve the
Gorma trigger, putting a +1/+1 counter on it.
Resolve the persist trigger, returning it from your graveyard to the battlefield without a -1/-1 counter on it due to
Gorma.
When the Persist Creature enters,
Blasting Station triggers, untapping
Blasting Station.
Resolve the
Blasting Station ability from step 1.
Repeat.

Each loop,
Gorma will place an additional +1/+1 counter on the Persist Creature compared to the previous loop. This'll eventually result in both the Persist Creature and
Gorma having infinite +1/+1 counters on them.

This combo has been estimated to be Exhibition (Bracket 1+).
