Steps

  1. Cast Splash Portal by paying ({U} magic symbol)  , targeting Shipwreck Dowser.
  2. Storm-Kiln Artist triggers, creating a Treasure artifact token.
  3. Resolve Splash Portal, blinking Shipwreck Dowser.
  4. When Shipwreck Dowser enters the battlefield, it triggers, returning Splash Portal to your hand from your graveyard.
  5. Activate the Treasure by tapping and sacrificing it, adding ({U} magic symbol)  .
  6. Repeat.
