Steps

  1. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
  2. Cast Sensei's Diving Top from the top of your library by paying ({0} magic symbol)   and removing a counter from a creature you control.
  3. When Sensei's Divining Top enters the battlefield, Surge Conductor triggers, putting a counter on a creature you control that already has a counter on it.
  4. Repeat.
