Initial Card State

  1.  All permanents on the battlefield (Cheering Fanatic without summoning sickness).

Notable Prerequisites

  1. Uthros Research Craft has at least 12 charge counters on it.

Steps

  1. Declare Cheering Fanatic as an attacker. When it triggers, choose to name "Sensei's Divining Top".
  2. Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top on top of your library.
  3. Cast Sensei's Diving Top from the top of your library by paying zero mana and removing a charge counter from Uthros Research Craft.
  4. Uthros Research Craft triggers, putting a charge counter on it and causing you to draw a card.
  5. Repeat from step 2.

Results

  1. Infinite card draw.
  2. Infinite draw triggers.
  3. Near-infinite storm count.
