Initial Card State

  1.  All permanents on the battlefield (Putrid Goblin without a -1/-1 counter on it).

Steps

  1. Activate Sling-Gang Lieutenant by sacrificing Putrid Goblin.
  2. When Putrid Goblin dies, its persist ability triggers, returning it from your graveyard to the battlefield with a -1/-1 counter on it.
  3. When Putrid Goblin enters, Juniper Order Ranger triggers, putting a +1/+1 counter on Putrid Goblin and Juniper Order Ranger.
  4. Resolve the Sling-Gang Lieutenant ability.
  5. Repeat.
