Steps

  1. Activate any number of creatures by tapping it, adding at least ({2} magic symbol)  .
  2. Activate Elite Arcanist by paying ({2} magic symbol)   and tapping it, copying Rally of Wings and casting the copy without paying its mana cost.
  3. Resolve the copy of Rally of Wings, untapping all creatures you control and giving creatures you control with flying +2/+2 until end of turn.
  4. Repeat.
