Steps

  1. Activate all mana-producing artifacts you control by tapping them, adding at least ({4} magic symbol)  .
  2. Cast Rootha either from your hand or from the command zone by paying ({1} magic symbol)  ({U} magic symbol)  ({R} magic symbol)   plus commander tax, if applicable.
  3. Cast Blinkmoth Infusion.
  4. Holding priority, activate Rootha by paying ({2} magic symbol)   and returning it from the battlefield to your hand, copying Blinkmoth Infusion.
  5. Activate Twinning Glass by paying ({1} magic symbol)   and tapping it, casting Rootha without paying its mana cost.
  6. Resolve the copy of Blinkmoth Infusion, untapping all artifacts you control.
  7. Activate all mana-producing artifacts you control by tapping them, adding at least ({4} magic symbol)  .
  8. Repeat from step 4.
