Steps

  1. Activate Pili-Pala by tapping it, creating a 1/1 Elemental creature token with haste.
  2. When the Elemental enters the battlefield, Mana Echoes triggers, adding ({C} magic symbol)   for each Elemental you control.
  3. Activate Pili-Pala by paying ({2} magic symbol)   and untapping it, adding one mana of any color.
  4. Repeat.
