Steps

  1. Activate

    Phyrexian Altar     by sacrificing a nontoken Dragon with mana value 8 or less, adding ({R} magic symbol)  .
  2. When the Dragon dies,
    Mortuary
    Mortuary     triggers, putting the Dragon from your graveyard onto the top of your library.
  3. Cast
    Breaching Dragonstorm
    Breaching Dragonstorm     by paying ({4} magic symbol)  ({R} magic symbol)  .
  4. When
    Breaching Dragonstorm
    Breaching Dragonstorm     enters the battlefield, its first ability triggers, causing you to exile the Dragon from the top of your library and cast it without paying its mana cost.
  5. When the Dragon enters the battlefield,
    Breaching Dragonstorm
    Breaching Dragonstorm    's second ability and
    Mana Echoes
    Mana Echoes     trigger.
  6. Resolve the
    Breaching Dragonstorm
    Breaching Dragonstorm     trigger, returning it from the battlefield to your hand.
  7. Resolve the
