  1.  Notion Thief and Teferi's Puzzle Box on the battlefield.

Steps

  1. At the beginning of your opponent's draw step, after they draw their card, Teferi's Puzzle Box triggers, causing them to put the cards in their hand on the bottom of their library, then attempt to draw that many cards.
  2. Notion Thief's replacement effect causes you to draw that many cards instead.
  3. Repeat on each opponent's draw step.
