Steps

  1. Cast
    Uro, Titan of Nature's Wrath

  2. When
    Uro, Titan of Nature's Wrath
    Uro     enters the battlefield, its first and second abilities trigger.
  3. Holding priority, activate Saffi by sacrificing it, targeting

  4. When Saffi dies,
    Havi, the All-Father
    Havi     triggers, returning any legendary creature card with mana value 1 or less from your graveyard to the battlefield.
