Steps

  2. When Azorius Chancery enters the battlefield, it and Retreat to Coralhelm trigger.
  3. Resolve the Azorius Chancery trigger, returning it from the battlefield to your hand.
  4. Holding priority, activate Penance by putting Azorius Chancery from your hand onto the top of your library.
  5. Resolve the Retreat to Coralhelm trigger, causing you to scry 1, ensuring to leave Azorius Chancery on top of your library.
  6. Galadriel triggers, putting Azorius Chancery from the top of your library onto the battlefield tapped.
  7. Repeat from step 2.
