Steps

  1. Cast Baithook Angler from your graveyard for its disturb cost by paying ({U} magic symbol)  , causing it to enter the battlefield transformed as Hook-Haunt Drifter.
  2. Activate Phyrexian Altar by sacrificing Hook-Haunt Drifter, adding ({U} magic symbol)  .
  3. Because Dress Down causes Hook-Haunt Drifter to lose all abilities, it is not exiled when it is sacrificed, and is returned to your graveyard as Baithook Angler.
  4. Repeat.
