Steps

  1. Activate Mystic Sanctuary by tapping it, adding one blue mana.
  2. Cast Ghostly Flicker either from your hand by paying two generic manaone blue mana or from the top of your library by paying one blue mana, blinking Mystic Sanctuary and another artifact, creature or land.
  3. When Mystic Sanctuary enters untapped, it triggers, putting Ghostly Flicker from your graveyard onto the top of your library.
  4. Repeat.
