Steps

  1. Activate Mystic Sanctuary by tapping it, adding ({U} magic symbol)  .
  2. Cast Ghostly Flicker either from your hand by paying ({2} magic symbol)  ({U} magic symbol)   or from the top of your library by paying ({U} magic symbol)  , blinking Mystic Sanctuary and another artifact, creature or land.
  3. When Mystic Sanctuary enters untapped, it triggers, putting Ghostly Flicker from your graveyard onto the top of your library.
  4. Repeat.
