Steps

  1. Activate Coretapper's first ability by tapping it, putting a charge counter on Magistrate's Scepter.
  2. Activate Coretapper's second ability by sacrificing it.
  3. Fool's Demise goes to the graveyard from the battlefield as a state-based action.
  4. Both of Fool's Demises triggered abilities trigger.
  5. Resolve Fool's Demise's first triggered ability, returning Coretapper from your graveyard to the battlefield.
  6. Resolve Fool's Demise second triggered ability, returning it from your graveyard to your hand.
  7. Resolve Coretapper's ability from step 2, putting two charge counters on Magistrate's Scepter.
