Steps

  1. Activate
    Otherworld Atlas
    Otherworld Atlas    ' second ability by tapping it, causing you to draw a card for each charge counter on it and create that many Treasure artifact tokens for each opponent you have.
  2. Activate
    Clock of Omens
    Clock of Omens     by tapping two Treasures, untapping
    Otherworld Atlas
    Otherworld Atlas    .
  3. Repeat.
