Steps

  1. Cast Planewide Celebration by paying five generic manaone green manaone green mana, choosing the first mode three times and the third mode once.
  2. Holding priority, cast Naru Meha by paying two generic manaone blue manaone blue mana.
  3. When Naru Meha enters the battlefield, it triggers.
  4. Holding priority, activate Phyrexian Altar by sacrificing Naru Meha, adding one generic mana.
  5. Resolve the Naru Meha trigger, copying Planewide Celebration.
  6. Resolve the Planewide Celebration copy, creating three 2/2 Citizen creature tokens and returning Naru Meha from your graveyard to your hand.
  7. Activate Phyrexian Altar three times by sacrificing the Citizens, adding one generic manaone blue manaone blue mana.
  8. Repeat from step 2.
