Steps

  2. Holding priority, cast Naru Meha by paying ({2} magic symbol)  ({U} magic symbol)  ({U} magic symbol)  .
  3. When Naru Meha enters the battlefield, it triggers.
  4. Holding priority, activate Phyrexian Altar by sacrificing Naru Meha, adding ({1} magic symbol)  .
  5. Resolve the Naru Meha trigger, copying Planewide Celebration.
  6. Resolve the Planewide Celebration copy, creating three 2/2 Citizen creature tokens and returning Naru Meha from your graveyard to your hand.
