Steps

  1. Activate Kaya's second loyalty ability by removing two loyalty counters from it, causing you to double any tokens you create this turn.
  2. Activate Sarkhan by paying ({1} magic symbol)  ({U} magic symbol)  , blinking it.
  3. When Sarkhan enters the battlefield, it and Deadeye Navigator's soulbond ability trigger.
  4. Resolve the Sarkhan trigger, either choosing a Dragon you control or revealing a Dragon card from your hand and creating two Treasure tokens.
  5. Resolve the Deadeye Navigator trigger, repairing it and Sarkhan.
  6. Activate two Treasures by tapping and sacrificing them, adding ({1} magic symbol)  ({U} magic symbol)  .
  7. Repeat from step 2.
