Initial Card State

Steps

  1. Activate a basic Plains or Island by tapping it, adding ({WU} magic symbol)  .

  3. Activate Puresight Merrow by paying ({WU} magic symbol)   and untapping it, exiling the top card of your library.
  4. Repeat until your deck size is less than or equal to 2 plus your devotion to blue.
  5. Cast Thassa's Oracle by paying ({U} magic symbol)  ({U} magic symbol)  . When it enters, it triggers, causing you to win the game.
