Steps

  1. Cast the artifact from your graveyard by paying at most ({1} magic symbol)  .
  2. The Vision and Scarlet Witch triggers as well as Displacer Kitten.
  3. Resolve the Vision and Scarlet Witch trigger, adding ({R} magic symbol)   and putting a +1/+1 counter on it.
  4. Resolve the Displacer Kitten trigger, blinking Muldrotha.
  5. Activate Phantom Train by sacrificing the artifact.
  6. Repeat.

Notes
