Prerequisites

  1.  
    Neera, Wild Mage
    Neera     and
    Displacer Kitten
    Displacer Kitten     on the battlefield.
  2. An additional noncreature nonland card in hand.
  3. Every nonland card in library can be cast as a noncreature spell with valid targets.
  4. Enough mana available to cast the noncreature nonland card in hand.

Steps

  1. Cast any noncreature spell, paying its costs.
  2. Neera, Wild Mage
    Neera     and
    Displacer Kitten
    Displacer Kitten     trigger, as do any Storm abilities or other cast triggers of the spell.
  3. Resolve
    Displacer Kitten
    Displacer Kitten    's ability, blinking
    Neera, Wild Mage
    Neera    .
  4. Resolve
    Neera, Wild Mage
    Neera    's ability, putting the spell you cast on the bottom of your library, revealing cards from the top of your library until you reveal a nonland card, casting that card without paying its mana cost, and putting the rest on the bottom of your library in a random order.
  5. Repeat from step 2 any number of times, until you choose to resolve a spell in step 4.
  6. Resolve all cast triggers created in step 2.

Results

  1. Cast any spell of your choice from your library.
  2. Infinite cast triggers for all spells in your library.
  3. Infinite magecraft triggers.
  4. Infinite storm count.
