Resolve the copy of
Reins of Power, untapping all creatures you and the opponent control, and exchanging control of those creatures.
As the opponent, activate all mana-producing creatures you control by tapping them, adding at least ({R} magic symbol) .
Activate the creature with
Dual Casting attached by paying ({R} magic symbol) and tapping it, copying

Resolve the copy of
