Steps

  2. Activate Mystic Sanctuary by tapping it, adding ({U} magic symbol)  .
  3. Cast Notorious Throng by paying its mana cost, causing you to take an extra turn after this one.
  4. Cast Ghostly Flicker by paying ({2} magic symbol)  ({U} magic symbol)  , blinking Mystic Sanctuary and Skullwinder.
  5. When Skullwinder and Mystic Sanctuary enter the battlefield, they trigger.
  6. Resolve the Skullwinder trigger, returning Ghostly Flicker from your graveyard to your hand.
  7. Resolve the Mystic Sanctuary trigger, putting Notorious Throng from your graveyard onto the top of your library.
  8. Move to your next turn, drawing Notorious Throng during your draw step.
  9. Repeat.
