Prerequisites

  2. An opponent controls a creature without flying.
  3. ({4} magic symbol)  ({U} magic symbol)   each turn available.

Steps

  1. During an opponent's turn, after their untap step, activate
    Verity Circle
    Verity Circle     by paying ({4} magic symbol)  ({U} magic symbol)  , tapping target creature an opponent controls without flying.
  2. Verity Circle
    Verity Circle     triggers, causing you to draw a card.
  3. The Watcher in the Water
    The Watcher in the Water    's first ability triggers, creating a 1/1 Tentacle creature token.
  4. When the Tentacle enters the battlefield,
    Junk Winder
    Junk Winder     triggers, tapping target creature an opponent controls.
  5. Repeat from step 2 for each remaining creature opponents control.
  6. Repeat from step 1 after each of your turns.

Results

  1. Creatures opponents control do not untap during their controller's untap step.
  2. Tap all creatures opponents control.
